Your brother is wrong. The WRT is a broadband router which requires a wired connection. It is possible to use the WRT as simple wireless access point if you run a wire to the main router. But with standard Linksys firmware you cannot configure the router as wireless repeater (which is what you want, I think) nor as wireless bridge.
I have had issues with media center extenders too. But primarily its when they are behind 2 different routers. So for instance at my parents house i use a WRT54G as my main router then i gave my brother and sister a DL-514 router for their browsing needs. If you just want to add range to the Actiontec via the Linksys, just set the SSID and password to the same exact thing on each wireless router (make sure they are on separate channels (1,6,11) and same security type (WEP,WPA2 recommended) and reboot the Actiontec then the Linksys.
