The cause of this problem is the Network Location Awareness service. We know, that this service is recognising network location based on gateway and is trying to locate AD server thru port 389. Well, when gateway is changed or no server connection true port 389 is available, we have a new network location – by default it is Public.

I find that im constantly having increased events requiring me to have to reset network location awareness on my domain connected pc's. On a computer that is running Windows 7 or Windows Server 2008 R2, the network location profile that is selected changes unexpectedly from Domain to Public. Additionally, the firewall settings (these are determined by the network location profile) change to the settings that correspond to the Public network location profile.
